Notice to Publishers: All titles on status “14. Conditionally Recommended for Catalogue”

Please note that all titles on status “14. Conditionally Recommended for Cataloguemust be submitted to the Department on or before 27 March 2015. 

The material must be submitted as follows:

  • The material must be for the attention of Mr Luvuyo Cebo, 222 Struben Street, Sol Plaatje House, Pretoria, Office no 1260 and can be contactable on 012 357 4207;
  • For FET Literature, 4 copies of each must be submitted;
  • For Grade R, 2 copies of the material must be submitted;
  • The Copies must be written “Resubmission” on the Cover Page;
  • The copies must be anonymous as stated in the Terms of Reference (TOR);
  • The changes in the material must be highlighted such that the evaluators can clearly identify these changes; and
  • The material must be accompanied by the Interior identification sheet / Exterior identification sheet generated by the LTSM system.

 

Reminder: The Terms of reference states that “3.3.2.    All submissions must be anonymous:

 

3.3.2.1. Author/compiler names, publisher imprint and publisher details must not appear at all in the material submitted for evaluation. The submissions must not reveal details relating to the publisher, publisher imprint or author. This may include slogans, graphics or logos that are synonymous with the publisher.

3.3.2.2. The title of a Novel and Drama may appear provided it does not reveal the name of a publisher, publisher imprint, series or author. In the case of Short story and Poetry anthologies, titles may not appear at all.

3.3.3.    The book cover should include the Pack ID provided by the DBE upon registration, in addition to stating the subject, type of component (i.e. Novel), language and ISBN. All copies must include this information on their book covers. The book cover should be white with black print. No colour, additional text, graphics or logos may appear on the book cover.

3.3.4.    Each submission should be packaged in a separate container. The language of the submission must be clearly indicated on the anonymous exterior identification sheet which must be pasted onto the exterior of each container.

3.3.5.    Each submission must contain an anonymous interior identification sheet attached to each set, which includes the Pack ID, language and ISBN.

3.3.6.    The evaluation is limited to print material.”

As stated in the communique “The expected material meets most of the requirements and can therefore be listed in the National Catalogue provided all the identified shortfalls and areas requiring improvement are attended to."

Note that the DBE reserves the right to consider and select other material should this material not comply with the above.

PAYMENT OF SUBMISSION FEES

Dear Publishers

 

Please note that payments for Submission Fees of R2000 per pack are to be paid to the Finance Section of the Department of Basic Education on the  1st to the 4th of December 2014 at 09h00 – 15h30. However, payments for Submission Fees on Friday the 5th of December 2014 can be made between 09h00 and 10h30 in the morning.

Payment Details: CASH or BANK GUARANTEED CHEQUES only (no EFT). Cheques to be made payable to “Department of Basic Education”.

The DBE prefers that Publishers prepare separate cheques for Grade R and FET Literature.  However, if Publishers have prepared combined cheques, they may still pay using the combined cheques.

In the event where publishers have made arrangements to pay using combined cheques, they are welcome to do so.  Kindly note that personal or company cheques, even if bank-guaranteed, will unfortunately NOT be accepted.

POSTPONEMENT OF THE FET LITERATURE REGISTRATION

Dear Publishers

The Department has experienced technical challenges regarding the LTSM system and therefore registration for the (FET Literature) Grade 10 – 12 has been postponed to 24 November 2014 at 08:00 and will end on 25 November 2014 at 23:59.

This postponement will however not impact on the subsequent dates as set out in the Invitation and Terms of Reference.

REMINDER – CLOSING DATE FOR REGISTRATION OF THE GRADE R INTEGRATED PACK AND REGISTRATION DATES AND TIMES FOR THE FET LITERATURE

Kindly take note that the closing date for registration of the Grade R Integrated Pack is 19 November 2014 at 23:59.

The Registration for FET Literature will commence on 20 November 2014 and the closing date will be on 21 November 2014 at 23:59.

As mentioned in the Compulsory Briefing on 04 November 2014, that Publishers are requested to visit the LTSM website regularly to view notices and important information.

The Department will not be held responsible for the late or non-submissions. Queries relating to late or non-submissions by Publishers will not be entertained.

IMPORTANT NOTICE: DIFFERENT DATES FOR REGISTRATION

Dear Publisher

 

As stated in the ToR, registration for submission for Grade R and FET Literature will be open from 17 – 21 November 2014 on www.ltsm.doe.gov.za

To facilitate an efficient registration process, the State Information Technology Agency (SITA) charged with the responsibility of developing and maintaining the LTSM system/website, has advised the Department to run the submission periods separately to lessen the pressure and “traffic” on the system.

You are therefore requested to take special note of the following:

Registration for Grade R will take place on 17 – 19 November 2014.

Registration for FET literature will take place on 20 – 21 November 2014.

Take note that these registrations cannot run concurrently on the system, and therefore registration has to be strictly according to the days allocated for each of these submission periods.

Further note that the DBE will not be held liable for publishers who miss to register for their intended registration period on the days advised in this notice.

NOTICE TO PUBLISHERS: GUIDE FOR UPLOADING APPEALS

 

  1. If a Publisher wants to appeal a submission that was rejected, the following steps must be followed:
  2. After receiving the “Reports Available…” e-mail, please log onto the system.
  3. Select the “Search Packs” menu option.
  4. Select “11. Rejected for Catalogue” form the “Pack Status” drop-down list.
  5. Click the “Search” button.
  6. Wait for the search results to load and then click on the “Pack ID” of the desired Pack.
  7. Wait for the Pack Details page to load and then click on the “Appeals” tab at the bottom of the screen.
  8. Click the “Select File” button which will load the dialog window to browse for the Appeal Letter. (Please Note: The Appeal Letter that states the reason for    appeal must have been prepared, saved and ready for uploading.)
  9. Browse for the Appeal Letter and select that document. The following document types may be uploaded: Word 97-2003 (.doc); Word 2007 (.docx); or Adobe Acrobat (.pdf).
  10. Click “Open”.
  11. Click the “Upload” button.
  12. When the document has finished uploading, the system will display the following message: “Letter of Appeal successfully loaded. Do you want to submit the appeal now?”
  13. Select “OK” to submit the Appeal. (If “Cancel” was selected, the Appeal can still be submitted by selecting the “Submit Appeal” button on the “Appeals” tab.)
  14. The system changes the status to “17. Rejection Appealed” and can be searched for via the “Search Packs” screen.
  15. To view the Letter of Appeal, click on the “Pack ID” of the Pack in the search results.
  16. Wait for the Pack Details page to load and then click on the “Documents” tab at the bottom of the screen.
  17. Locate the Letter of Appeal in the list of documents and click on the “View” link in the Action column.
  18. Wait for the “File Download” dialog window to load and select to “Open” or “Save” the report

GRADE 12 FOLKLORE RE-SUBMISSIONS

LTSM for Grade 12 Folklore submissions that are conditionally approved must be submitted to the Department of Basic Education for re-screening between 9.00 on 5 August and 16.00 on 6 August 2013.

Packaging requirements for Conditionally Accepted Submissions

·         Original packaging requirements still apply, with the exception of 5 copies per submission.

·         In addition publishers are asked to highlight changes in their material using a coloured highlighter to make screeners aware of the

          changes that have been made.

·         Publishers are reminded of the need to ensure that all their materials are anonymous.

·         There is no submission fee required.

·         Please indicate “Re-submission” on the outside of each re-submission copy AND on the outside of each box.

RELEASE OF GRADE 12 FOLKLORE REPORTS AND THE APPEALS PROCESS

The screening of LTSM for Grade 12 Folklore has been completed. Reports were released on 12 July 2013.

The process for the lodging and payment of appeals for Grade 12 Folklore will be open from 22 - 25 July 2013. All appeals must be registered electronically on the LTSM website using the attached template (Click here Appeal template.doc to download template). No emailed appeals will be considered.

For each appeal a non-refundable fee of R2 000 will be payable for each appeal per submission. Only appeals that are paid for will be considered by the Appeals Committee.

Appeals fees must be paid to the Finance Section of the Department of Basic Education. Only cash or bank guaranteed cheques (i.e. cheques issued by a bank) will be accepted for payment (no EFT). Cheques must be made payable to “Department of Basic Education”. Personal or company cheques will not be accepted.

Payments for appeals must be made by 15.30 on 25 July 2013.

As per the Invitation please note that “Appeals will be limited to instances where a content error has occurred as evidenced by the publisher’s report". No appeals will be allowed after the rescreening process. The appeals committee will be limited to adjudication on the substance of the appeal.

Appeals on disqualified submissions will not be considered except in cases where the publisher disputes the authenticity of the claim made by the DBE.

Where the appeals committee overturns the recommendation of the screening committee the submission will be added to the Conditionally Approved list to be rescreened. If the appeals committee upholds the recommendation of the screening committee the submission remains rejected.”

Appeals reports will be released to publishers by 16 August 2013. Titles that have been successfully appealed must be submitted for re-screening to the Department of Basic Education between 9.00 on 4 September and 16.00 on 5 September 2013.

The screening of LTSM for Grades 4-6 Natural Sciences/Technology, Grades 7-9 Languages and Grades 7-9 Natural Sciences and Technology has been completed. Reports were released on 7-9 February 2013.

GRADES 4-6 NATURAL SCIENCES/TECHNOLOGY, GRADES 7-9 LANGUAGES AND GRADES 7-9 NATURAL SCIENCES AND TECHNOLOGY APPEALS PROCESS

The process for the lodging and payment of appeals for the Grades 4-6 Natural Sciences/Technology, Grades 7-9 Languages and Grades 7-9 Natural Sciences and Technology will be open between 11-15 February 2013. All appeals must be registered electronically on the LTSM website. No emailed appeals will be considered.

For each appeal a non-refundable fee of R2 000 will be payable for each appeal per submission for each grade (R6000 for three grades). Only appeals that are paid for will be considered by the Appeals Committee.

Appeals fees must be paid to the Finance Section of the DBE. Only cash or bank guaranteed cheques (i.e. cheques issued by a bank) will be accepted for payment (no EFT). Cheques to be made payable to “Department of Basic Education”. Personal or company cheques will not be accepted.

Payments for appeals must be made by 15.30 on 15 February 2013.

As per the Invitation please note that “Appeals will be limited to instances where a content error has occurred as evidenced by the publisher’s report. For example, a topic is mistakenly claimed to be omitted from a text or a factual error is reported but there is current scientific evidence to the contrary. No appeals will be allowed after the rescreening process. The appeals committee will be limited to adjudication on the substance of the appeal.

Appeals on disqualified submissions will not be considered except in cases where the publisher disputes the authenticity of the claim made by the DBE.

Where the appeals committee overturns the recommendation of the screening committee the submission will be added to the Conditionally Approved list to be rescreened. If the appeals committee upholds the recommendation of the screening committee the submission remains rejected.”

Appeals reports will be released to publishers between 25-26 February 2013. Titles that have been successfully appealed must be submitted for re-screening to Metrofile between 9.00 on 14 March and 16.00 on 15 March 2013.

GRADE 12 APPEALS PROCESS

The process for the lodging and payment of appeals for the Grade 12 will be open between 31 January – 6 February 2013. All appeals must be registered electronically on the LTSM website. No emailed appeals will be considered.

For each appeal a non-refundable fee of R2 000 will be payable for each appeal per submission for each grade. Only appeals that are paid for will be considered by the Appeals Committee.

Appeals fees must be paid to the Finance Section of the DBE. Only cash or bank guaranteed cheques (i.e. cheques issued by a bank) will be accepted for payment (no EFT). Cheques to be made payable to “Department of Basic Education”. Personal or company cheques will not be accepted.

Payments for appeals must be made by 15.30 on 6 February 2013.

For example, a topic is mistakenly claimed to be omitted from a text or a factual error is reported but there is current scientific evidence to the contrary. 1. The system will send an e-mail to each Publisher with the subject “Reports Available…” as soon as reports are released.
2. If a Publisher wants to appeal a submission that was rejected, the following steps must be followed:
3. After receiving the “Reports Available…” e-mail, please log onto the system.
4. Select the “Search Packs” menu option.
5. Select “11. Rejected for Catalogue” form the “Pack Status” drop-down list.
6. Click the “Search” button.
7. Wait for the search results to load and then click on the “Pack ID” of the desired Pack.
8. Wait for the Pack Details page to load and then click on the “Appeals” tab at the bottom of the screen.
9. Click the “Select File” button which will load the dialog window to browse for the Appeal Letter. (Please Note: The Appeal Letter that states the reason for    appeal must have been prepared, saved and ready for uploading.)
10. Browse for the Appeal Letter and select that document. The following document types may be uploaded: Word 97-2003 (.doc); Word 2007 (.docx); or Adobe Acrobat (.pdf).
11. Click “Open”.
12. Click the “Upload” button.
13. When the document has finished uploading, the system will display the following message: “Letter of Appeal successfully loaded. Do you want to submit the appeal now?”
14. Select “OK” to submit the Appeal. (If “Cancel” was selected, the Appeal can still be submitted by selecting the “Submit Appeal” button on the “Appeals” tab.)
15. The system changes the status to “17. Rejection Appealed” and can be searched for via the “Search Packs” screen.
16. To view the Letter of Appeal, click on the “Pack ID” of the Pack in the search results.
17. Wait for the Pack Details page to load and then click on the “Documents” tab at the bottom of the screen.
18. Locate the Letter of Appeal in the list of documents and click on the “View” link in the Action column.

RELEASE OF GRADES 7-9 CONTENT SUBJECTS REPORTS

The screening of LTSM for Grades 7-9 Content subjects (Mathematics, Social Sciences, Creative Arts, Life Orientation and Economic and Management Sciences) has been completed. Reports were released on 14 December 2012.

GRADES 7-9 CONTENT SUBJECTS APPEALS PROCESS

The process for the lodging and payment of appeals for the Grades 7-9 Content subjects will be open between 7-11 January 2013. All appeals must be registered electronically on the LTSM website. No emailed appeals will be considered.

For each appeal a non-refundable fee of R2 000 will be payable for each appeal per submission for each grade. Therefore, for an appeal for Grades 7-9, this amounts to R6 000. Only appeals that are paid for will be considered by the Appeals Committee.

Appeals fees must be paid to the Finance Section of the DBE. Only cash or bank guaranteed cheques (i.e. cheques issued by a bank) will be accepted for payment (no EFT). Cheques to be made payable to “Department of Basic Education”. Personal or company cheques will not be accepted.

Payments for appeals must be made by 15.30 on 11 January 2013.

As per the Invitation please note that “Appeals will be limited to instances where a content error has occurred as evidenced by the publisher’s report. For example, a topic is mistakenly claimed to be omitted from a text or a factual error is reported but there is current scientific evidence to the contrary. No appeals will be allowed after the rescreening process. The appeals committee will be limited to adjudication on the substance of the appeal.

NOTICE TO PUBLISHERS: CLARITY ON ISSUES ARISING FROM THE COMPULSORY BRIEFING HELD ON 7 SEPTEMBER 2012

PRICING

This serves to confirm that there will be no further amendment to the 2013 Invitation and Terms of Reference to submit LTSM, in relation to prices or any other aspect. All publishers should follow the guidelines contained therein. Issues related to the National Catalogue raised by publishers were addressed in the Compulsory Briefing and any outstanding issues will be clarified through written responses on the LTSM website.

However, The DBE is mindful of the concerns raised regarding distribution costs and mechanisms at the provincial level. Following due consideration the DBE has concluded that an appropriate response would not be to change the pricing structure in the catalogue, but to directly address the distribution issues in collaboration with colleagues in the provincial departments. Please note that the screening process is focused on selecting material of appropriate quality and does not extend to evaluating distribution mechanisms and cost, therefore it would be inappropriate to factor in such expenses in this process. The cost efficiency and performance of distributors require a separate process, which falls under the ambit of provincial departments. National and provincial officials are currently working together to arrive at a synergistic approach to the selection, purchase and distribution of core LTSM. Given the differences across provinces this might not result in an identical process being followed by all provinces, but the net effect on publishers regarding prices should be the same. The DBE is striving to conclude this process before the next round of orders and trusts that the key concerns raised will be ameliorated in the next cycle.

CLARITY ON THE USE OF ANCILLARY TEXTS IN LANGUAGE BOOKS

When including an ancillary text in a textbook e.g. an extract from Animal Farm or a poem, the title and the author’s name should be acknowledged, provided that it does not reveal the name of the author of the textbook.

EXAMINATION EXEMPLARS

Exemplars of examination questions, and even complete examination papers, are a useful addition to a learner’s book but it is not compulsory for a full examination paper to be included in a learner’s book.

ASSESSMENT RUBRICS

A request was made for the DBE to provide assessment rubrics for the senior phase.  This is not possible. Rubrics need to be aligned to the task in the activity. Publishers should also note that not only rubrics are used for assessment. Teachers should be guided to use a range of assessment forms.

GRADES 4 - 6 AND GRADE 11 ADDENDUM APPEALS PROCESS

The appeals process for the Grades 4 - 6 and Grade 11 addendum will be open between 13-17 August 2012. All appeals must be registered electronically on the LTSM website. No emailed appeals will be considered. Appeals will close at 23.59 on 17 August 2012.

As per the invitation please note that “Appeals will be limited to instances where an error has occurred in the first screening process as evidenced in the publishers’ report. For example, a topic is mistakenly claimed to be omitted from a text or a factual error is reported but there is current scientific evidence to the contrary. No appeals will be allowed after the rescreening process. The appeals committee will be limited to adjudication on the substance of the appeal. Where the appeals committee overturns the decision of the screening committee the submission will be rescreened and be eligible to be added to the Conditionally Approved list of the Not Accepted list should it not meet the criteria or not be rated sufficiently high.”

NOTICE TO PUBLISHERS: GUIDE FOR UPLOADING APPEALS

1. The system will send an e-mail to each Publisher with the subject “Reports Available…” as soon as reports are released.
2. If a Publisher wants to appeal a submission that was rejected, the following steps must be followed:
3. After receiving the “Reports Available…” e-mail, please log onto the system.
4. Select the “Search Packs” menu option.
5. Select “11. Rejected for Catalogue” form the “Pack Status” drop-down list.
6. Click the “Search” button.
7. Wait for the search results to load and then click on the “Pack ID” of the desired Pack.
8. Wait for the Pack Details page to load and then click on the “Appeals” tab at the bottom of the screen.
9. Click the “Select File” button which will load the dialog window to browse for the Appeal Letter. (Please Note: The Appeal Letter that states the reason for appeal must have been prepared, saved and ready for uploading.)
10. Browse for the Appeal Letter and select that document. The following document types may be uploaded: Word 97-2003 (.doc); Word 2007 (.docx); or Adobe Acrobat (.pdf).
11. Click “Open”.
12. Click the “Upload” button.
13. When the document has finished uploading, the system will display the following message: “Letter of Appeal successfully loaded. Do you want to submit the appeal now?”
14. Select “OK” to submit the Appeal. (If “Cancel” was selected, the Appeal can still be submitted by selecting the “Submit Appeal” button on the “Appeals” tab.)
15. The system changes the status to “17. Rejection Appealed” and can be searched for via the “Search Packs” screen.
16. To view the Letter of Appeal, click on the “Pack ID” of the Pack in the search results.
17. Wait for the Pack Details page to load and then click on the “Documents” tab at the bottom of the screen.
18. Locate the Letter of Appeal in the list of documents and click on the “View” link in the Action column.
19. Wait for the “File Download” dialog window to load and select to “Open” or “Save” the report

NOTICE TO PUBLISHERS: REGISTRATION OF BLIND TITLES

The department requested publishers to register blind titles which were intended to appear on the Interior Identification Sheets. However, as the registration progressed it became clear that many publishers provided blind titles which, while omitting the publisher’s name, included a series title that easily identified the pack.

To resolve this problem the department has decided not to include the blind title on the Interior Identification Sheet this year. Publishers who printed their “pack covers” during the early part of last week will need to reprint them to obtain the amended, anonymous Interior Identification Sheets.

NOTICE TO PUBLISHERS: INTERMEDIATE PHASE CURRICULUM AND ASSESSMENT POLICY STATEMENTS (CAPS): VERSION FOR EVALUATION

As agreed at a meeting with the publishing sector held on 30 November 2011 and confirmed at the Compulsory Briefing held on 5 January 2012 the versions of CAPS that must be used by publishers to develop Intermediate Phase LTSM for evaluation and adoption in the National Catalogue are the versions that appear on the Thutong website. They are clearly marked “Version for evaluation”. The version on the DBE website has been removed and a link placed to the version on Thutong to avoid any further confusion.

Please note that all appeals for Grades 1-3 must be uploaded on the system by 16h00, 05 August 2011. The system allows for appeals to be uploaded for all “Not Approved” reports. If appeals have been sent to the “grade12310ltsm” as well as any other email address, kindly note that these have to uploaded on the system as only those uploaded on the system will be addressed.


NOTICE TO PUBLISHERS: FINALISATION OF THE CATALOGUE FOR GRADES 1; 2 AND 3

Please note that the final catalogue must have no more than 8 titles per subject, per language. The results of the screening process were released by the system as final (“Accepted for Catalogue”, “Conditionally Accepted for Catalogue” or “Rejected for Catalogue”). However, the titles on the final catalogue can only be determined after the completion of the rescreening and appeals processes.

  • Original packaging requirements still apply, with the exception of 5 copies per submission.
  • There is no submission fee required.
  • Please download the following Exterior and Interior Identification Sheets, complete the details, print the sheets and include it with your submissions as specified on the sheets. INSTRUCTIONS FOR DOWNLOADING REPORTS

  1. The system will send an e-mail to each Publisher with the subject “Reports Available…” as soon as reports are released.
  2. After receiving the e-mail, please log onto the system.
  3. Select the “Search Packs” menu option.
  4. Select the correct status from the “Pack Status” drop-down list (e.g. status 9, 11, 14 or 15 according to the content of the e-mail referred to in step 1).
  5. Click the “Search” button.
  6. Wait for the search results to load and then click on the “Pack ID” of the desired Pack.
  7. Wait for the Pack Details page to load and then click on the “Documents” tab at the bottom of the screen.
  8. The final report/s is listed for the Pack – there may be more than one report depending on where the decision was made during screening.
  9. Click on the “View” link in the Action column.
  10. Wait for the “File Download” dialog window to load and select to “Open” or “Save” the report.

Please Note: If you experience problems downloading reports, please change the Security settings for your web browser by following these steps (for Internet Explorer):

  1. Go to the LTSM website: http://www.ltsm.doe.gov.za
  2. From the web browser menu, select: Tools > Internet Options
  3. This will load the Internet Options dialog window
  4. Select the "Security" tab
  5. Select "Trusted Sites"
  6. Click on the "Sites" button
  7. Un-check "Require Server Verification…" at the bottom
  8. Click the "Add" button to add the LTSM website to the list of trusted websites
  9. Click the "Close" button
  10. The Security Level for the zone (slider) will by default be on Medium. Drag the slider to the bottom - i.e. "Low"
  11. Click "Apply"

Reports to publishers

The department has taken note that there are publishers who received their reports late. As a result of this, the department has taken an undertaking to extend the submission of conditionally approved titles for the affected publishers to 29 July 2011 at 13:00.

Packaging requirements for Conditionally Accepted Submissions for Grade 1, 2, 3 and 10

  • Original packaging requirements still apply, with the exception of 5 copies per submission.
  • There is no submission fee required.
  • Please indicate “Resubmission” on the outside of the box.

Reports

Publishers can expect reports for FP-1 to FP-8 categories on 25 July 2011, and FP-9 to FP-10 categories on 26 July 2011.

Appeals Process

The appeals process for Grade 1, 2, and 3 will be open between 25 July and 05 August 2011. Kindly send appeals to the email address: Grade123appeals@dbe.gov.za Appeals will close at 16:00 on 05 August 2011.

As per the invitation please note that “Appeals will be limited to instances where an error has occurred in the review process. For example, a topic is mistakenly claimed to be omitted from a text or a factual error is reported when there is current scientific evidence to support it.”

Materials that are conditionally approved must be submitted to MetroFile for re-screening on or before 10 August 2011. The cut-off time is 16:00.


LTSM NOTICE FOR PUBLISHERS

Grade 10
The screening of Grade 10 materials has been completed. Publishers could expect reports from the 11 July 2011.

Materials that are conditionally approved must be submitted to MetroFile for re-screening on or before 27 July. The cut-off time is 16:00.

REPORTING


As per the invitation to publishers to submit Learner and Teacher Support Material for evaluation, please note the following:

The screening took place in two phases:
Phase one comprised a filtering process to determine the shortlist of titles. In essence this amounted to checking if the material is aligned to the curriculum. Submissions that were accepted at this phase went on to be screened in phase two.

Phase two comprised a rating exercise, to evaluate the usability of material in different contexts; the accuracy and currency of the content; and language.

In terms of reporting, submissions that pass onto phase two will have two reports i.e. phase one and phase two reports. Submissions that are not accepted at phase one will have only one report i.e. the phase one report.

Grades 1-3
Information on the Foundation Phase reports will follow shortly.

NOTICE TO PUBLISHERS: THE DELIVERY OF MATERIAL THAT IS NOT CORE TO THE WAREHOUSE

It has come to our attention that publishers are sending materials to be screened that are not core materials as outlined in the invitation to publishers i.e. calculators; toys; stationery, etc. Please note that these materials will not be accepted by the warehouse and the courier who brought these items will have to take them back. We appeal to publishers not to send these supplementary materials. Please send only the core material that has been registered, accepted and paid for.


THE INDICATION OF COMPLEMENTARY MATERIAL ON THE EXTERIOR IDENTIFICATION SHEET

“Complementary material that should be considered with this submission. (Please indicate title on submission and ISBN). This is applicable only to the components listed in the categories called for submissions”.

Please note that this applies to “Registered Packs – Accepted” which have been paid for only. It refers to cases where a publisher’s submission is complemented by another registered submission in a different category, which has been accepted and paid for. In such cases, the publisher will indicate this on the space provided, by writing the Pack ID, the title as well as the ISBN of the complementary submission. This will enable us to screen the materials together.

Example:
A publisher submits material for FP-3 (Phonics Programme and Teacher’s Guide), and the publisher says that it is complemented by FP-2 (Big Books) which has been accepted and paid for. The publisher will then indicate this by writing the Pack ID, the title as well as the ISBN of the FP-2 Pack on the Exterior Identification Sheet of the FP-3 Pack and vice versa.


NOTICE TO PUBLISHERS: THE “FP-9: MATHEMATICS” EXAMPLE IN A PREVIOUS NOTICE

An example was provided in a previous notice to explain the number of copies required for an FP-9 category Pack. In this example a Learner Book was used, and the Workbook was not mentioned but may just as well have been included in the example. Take note therefore that this example is not prescriptive in terms of the exact combination of components for a FP-9 category Pack and that publishers need to adhere to the components for the FP-9.

Notice to publishers: the submission of “Registered Packs Accepted” for screening

Publishers are urged to take note of the following:

1. The department will screen complete submissions only. A submission is deemed “complete” when it complies with all of the following requirements:

  • Each box must have an “Exterior Identification Sheet”* attached on the exterior, indicating how many boxes comprise the submission. If this is not adhered to, the box or set of boxes will not be accepted when delivered at the Warehouse.
  • Inside each box, an “Interior Identification Sheet”* must be attached to EACH ‘set’ of copies, e.g. Winning Mathematics Text Book and Winning Mathematics Teacher Guide – one Text Book and one copy of the accompanying Teacher Guide must be held together with an elastic with the Identification Sheet on top. There will then be the required number of ‘sets’, each containing all components of a registered pack and each will have an Identification Sheet.
  • Proof of Payment must be submitted inside the box (in box number 1 if there are multiple boxes) – see details in point 2 below.
  • Registered components with ISBN numbers as submitted during the registration.
  • Correct number of copies as set out in the 2011: Invitation to Submit LTSM (Invitation) – see examples in point 3 below.
  • * The Identification Sheets can be downloaded from the LTSM site as follows: After logging in, the Home Page will be loaded. Expand “3. Registered Packs - Accepted” and select “Print Cover” for a pack that has been accepted. Print the required number of Exterior and Interior Identification sheets.

    2. In addition to point 1 above, please take note of the following requirements for Packaging as well as what should be enclosed with the submissions:

  • Adhere to the Invitation document when submitting your materials.
  • Package each “Registered Pack – Accepted” per box or set of boxes (if more than one box is required) as explained in the covering letter available on the LTSM site via the “Print Cover” link. A box or set of boxes will therefore only contain material for one pack.
  • Enclose a copy of the proof of payment with each pack submitted by highlighting the relevant Pack ID. The enclosed proof of payment must consist of two parts: (a) A copy of the receipt provided by the Cashier. (b) A copy of the stamped printout provided by the Cashier which indicates the packs paid for. The relevant Pack ID that is contained inside the box or set of boxes must be highlighted on this copy of the stamped printout. (If payment was made via post or courier, the receipt and accompanying stamped printoutwill be e-mailed to the Publisher.)
  • 3. Examples of copies required per pack submitted:

  • FP-1 or FP-5: Graded Readers:
    The number of readers required for submission is 5 per reading grade, as indicated in the Invitation. This was to accommodate the variation among publishers. Some publishers produce readers for a school grade, therefore it would be five for that grade. While others use reading levels, therefore it would be five at each reading level. This does not mean five copies of the same book, but rather a sample of five readers for each reading level from a reading scheme, or where this is aligned to a particular set of material for a school grade it would be a pack of five readers for that grade.
    Example of a pack submitted for Graded Readers:
    The “Registered Pack – Accepted” contains 10 readers for Grade 1, 10 readers for Grade 2 and 10 readers for Grade 3. There is also a Teacher’s Guide (which is optional) included in this pack. When submitting material for this pack, only a sample of 5 readers must be submitted for each Grade – i.e. a grouping (set) of 5 sample readers for Grade 1, 5 sample readers for Grade 2 and 5 sample readers for Grade 3 with the accompanying Teacher’s Guide (optional) must be held together with an elastic with the Interior Identification Sheet on top. For Graded Readers, only one copy is required of the aforementioned set – i.e. in this example there will be a total of 16 books submitted.
    In this example “Grade” can be replaced by “Reading Level” if reading levels are used, as long as the levels cover Grades 1, 2 and 3.
    If the “Registered Pack – Accepted” contains 5 or less readers per Grade, then the “sample” is not applicable, because all of the readers in the pack must be submitted.

  • FP-2 or FP-6: Big Books:
    The number of Big Books required for submission is 2 copies per book, as indicated in the Invitation.
    Example of a pack submitted for Big Books:
    The “Registered Pack – Accepted” contains 2 books for Grade 1, 2 books for Grade 2 and 2 books for Grade 3. When submitting material for this pack all books must be submitted for each Grade – i.e. a grouping (set) of 2 books for Grade 1, 2 books for Grade 2 and 2 books for Grade 3 must be held together with an elastic with the Interior Identification Sheet on top. For Big Books, 2 copies are required of the aforementioned set – i.e. in this example there will be a total of 12 books submitted.

  • FP-9: Mathematics:
    The number of Mathematics books required for submission is 10 Copies of Learner Material per Grade and 10 Teacher’s Guides, as indicated in the Invitation.
    Example of a pack submitted for Foundation Phase Mathematics:
    The “Registered Pack – Accepted” contains a Learner Book and a Teacher’s Guide for Grade 1 and the same for Grades 2 and 3. When submitting material for this pack all books must be submitted for each Grade – i.e. a grouping (set) of one Learner Book and one Teacher’s Guide for Grade 1, the same for Grade 2 as well as Grade 3 must be held together with an elastic with the Interior Identification Sheet on top. For Mathematics, 10 copies are required of the aforementioned set – i.e. in this example there will be a total of 60 books submitted.

  • GR10-21: Mathematics:
    The number of Mathematics books required for submission is 10 Text Books and 10 Teacher’s Guides, as indicated in the Invitation.
    Example of a pack submitted for Grade 10 Mathematics:
    The “Registered Pack – Accepted” contains a Text Book and a Teacher’s Guide for Grade 10. When submitting material for this pack all books must be submitted – i.e. a grouping (set) of one Text Book and one Teacher’s Guide for Grade 10 must be held together with an elastic with the Interior Identification Sheet on top. For Mathematics, 10 copies are required of the aforementioned set – i.e. in this example there will be a total of 20 books submitted.

    4. Furthermore, note that:

  • Submission fees are non-refundable.
  • Materials reaching the warehouse later than the published deadline will not be accepted.
  • Materials that have not been paid for will not be screened and these will be considered “rejected”.
  • If submitted material is found not to be “core material” as communicated in the Invitation and/or titles submitted do not correspond with the packs registered, it will not be screened.
  • Incomplete materials will not be screened.
  • Publishers who submit incomplete materials will do so to their own detriment, as no extension will be granted for the resubmission. A missing element of the submission should reach the warehouse no later than the published time of closure for receipt of submissions, failing which, the incomplete pack/s will not be screened.
  • Publishers will be notified by email immediately after their materials have been received and checked for completeness. The system will send an e-mail confirmation for each pack submitted indicating whether the submission is complete or incomplete.
  • Please ensure that the email address supplied on the “Publisher Details” screen of the LTSM site is correct and up-to-date, because this e-mail address will be used for the e-mail notifications. It is your responsibility to check and correct this via the aforementioned screen as the Department will not be held responsible for messages that fail to reach you.
  • Only “Registered Packs - Accepted” must be submitted. Under no circumstances should “Registered Packs - Rejected” be submitted.

  • NOTICE TO ALL PUBLISHERS: SUBMISSION OF LTSM FOR SCREENING

    Please note that the address for the delivery of LTSM that has been accepted by the Department of Basic Education for screening as well as the period during which receipt will take place will be communicated to publishers as soon as it becomes available.


    IMPORTANT NOTICE TO PUBLISHERS REGARDING THE CLOSURE OF THE WINDOW PERIOD FOR AMENDING REGISTERED SUBMISSIONS

    Please note that as at 16h00, 9 June 2011 publishers will not be allowed to amend their electronically registered submissions. No request to extend the time will be accepted. Also note that after 16h00 all packs on registered status will be taken as the publishers’ final submissions.

    Please note:
    1. Payment closes at 15h00 on Friday, 10 June 2011.
    2. Closure for payments will not be extended in any circumstances.


    IMPORTANT NOTICE: PAYMENT FOR LTSM SUBMISSIONS BY PUBLISHERS

    Publishers must bring a printout of “Registered Packs Accepted” for which they want to pay. “Registered Packs Accepted” that are not paid for by 10 June 2011, 3pm will be rejected.

    The department does not allow electronic transfers. In view of the difficulty that some publishers are facing, the finance section has advised that publishers could send cheques with print outs of the accepted titles by Fastmail or by courier to:

    The department will not be held accountable for cheques that are mislaid in the post/courier or does not reach the department by the closing time indicated for Friday, 10 June 2011. Also be advised that submissions for cheques that arrive after closing time will be rejected.

    Please ensure that the correct amounts are paid for as per the “2011 Invitation to Submit”:
    “A submission fee of R2 000 will be payable for each submission per category for each grade. Therefore should a submission cover 3 grades, this amounts to R6 000.”

    Important Notice to Publishers: Extension of Period: Electronic Registration of Submissions:

    In view of the problems publishers have been experiencing with their registrations, the department has extended the registration period to Tuesday, 31 May at 23:59. Technical support will be available to publishers during this period.


    Important Notice Regarding Rectifying Incorrectly Registered Packs for Foundation Phase:

    Dear Publisher,

    It has come to our attention that some Publishers are experiencing problems with the maximum number of packs that may be registered. This is due to the fact that some packs were registered incorrectly as separate packs for each Grade in the Foundation Phase. The incorrect registration of packs will also affect the screening process and the selection of material for the final catalogue. It is therefore critical that packs for the Foundation Phase are registered correctly as per the “2011 Invitation to Submit” – i.e. that a single pack contains all three Grades (1, 2 and 3). Therefore the packs that are registered incorrectly (where separate packs were registered for Grade 1, 2 and 3) need to be rectified.

    Please follow the steps below to combine all three Grades into one pack. These steps will guide you to first delete the components from the Grade 2 and Grade 3 packs and then to add these components to the Grade 1 Pack. Subsequently, you will have two packs that contain no components (the redundant Grade 2 and Grade 3 packs) and the initial Grade 1 pack will then be complete, containing all three Grades.

    1. Identify 3 incorrect packs in the Registered Packs list for a specific category. E.g. if you are working with category FP-2 you will identify 3 separate packs: The Grade 1 pack for Big Books; the Grade 2 pack for Big Books; and the Grade 3 pack for Big Books.
    2. Select the Grade 2 pack from your Registered Packs list by clicking on the Pack ID in the left column. (You may also select the pack from the Search Packs list.)
    3. The system will load the pack details with the components listed on the right.
    4. Delete all of the components (one by one) from the components list. It may take a few seconds, so wait for the list to refresh after each deletion – i.e. wait for each deleted component to disappear before deleting the next component. The reason for first deleting the components is to make the ISBN numbers “available” for step 7.
    5. The Submit button will be greyed out, so simply click on “Home” in the top menu.
    6. Repeat steps 2-5 for the Grade 3 pack.
    7. Select the Grade 1 pack; add the Grade 2 and Grade 3 components that were deleted in the steps above. Click “Submit” to submit the complete pack containing all three Grades.

    The packs that contain no components (the redundant Grade 2 and Grade 3 packs) will later be removed from the system.

    Please note the following:

    1. Incorrect packs that were accepted will also be moved back to the Registered Packs list so that these can be rectified.
    2. While correcting the packs, please ensure that the complete titles are entered. Previously the system only allowed 50 characters including spaces, resulting in titles being shortened. The system now allows 200 characters including spaces. It is important that complete titles should be entered for the “Pack Title” and “Component Title” fields, because these titles will be used in the final catalogue if the material is accepted.
    3. Please ensure that your packs comply with the categories as outlined below and in the “2011 Invitation to Submit” – i.e. when the category requires components for a Text Book and a Teacher’s Guide, then both of these components must be registered with the pack and no additional components must be added over and above these.


    Important Notice regarding registering Packs for Foundation Phase:

    The components for a pack must reflect the requirements per category – i.e. a pack must only reflect the components for one category. The categories are outlined below as communicated in the “2011 Invitation to Submit”. Each pack must contain components for all three Grades (1, 2 and 3).
    E.g. a pack registered for category FP-4 should contain the following components:
